Orange County FL Property Tax Appeal Guide 2026: September 18 VAB Deadline & Orlando TRIM Notices

Orange County is one of the few large Florida counties that has already published its 2026 appeal deadline. The Orange County Value Adjustment Board lists the 2026 petition filing deadline as Friday, September 18, 2026 for valuation petitions. Working backward from the statutory 25-day window, that puts the TRIM notice mailing in the last week of August.

This is the Florida Orange County, home of Orlando, not the California county of the same name. Orlando's property mix is unusually appeal-friendly: short-term rentals and second homes near the attractions carry no Save Our Homes protection, and the region's constant new construction gets first-year assessments set from scratch. How Property Tax Assessment Works in Orange County

Two numbers drive the bill: the just value set by the Orange County Property Appraiser's office, and the millage rates set by the county, the City of Orlando and the other municipalities, the school board, and the special districts. Millage is not appealable. Just value is.

Every January 1 the Property Appraiser establishes just value for every parcel in the county. Across a county this size that is done by computer-assisted mass appraisal, not by inspection. The model produces defensible averages and unreliable individual results, and Orlando's mix makes that worse than most: a short-term rental two blocks from a comparable owner-occupied home can be modeled from an entirely different set of assumptions, and neither one may match what your specific property would sell for.

Under Fla. Stat. 193.011, just value must reflect eight statutory factors, including present cash value, highest and best use, condition, and the net proceeds of a sale. Where the model ignores those for your property, you have grounds to petition.

Where Orange County cases usually come from

  • Short-term rentals and second homes. No Save Our Homes protection, only the 10% non-homestead cap, and no cap at all on school levies. Market swings land in full.
  • New construction. First-year assessments have no prior-year anchor, which is precisely when they run high.
  • Recent buyers. The Save Our Homes cap resets at sale, so a new owner starts uncapped at full just value.
  • The tourism corridor. Values near the attractions move on their own logic, and mass appraisal handles that badly.

The Save Our Homes cap matters

For homesteaded property, the Save Our Homes cap (Fla. Const. Art. VII, and Fla. Stat. 193.155) limits annual growth in assessed value to 3% or CPI, whichever is lower. Long-tenured homesteaded owners are frequently assessed far below market and have nothing to win. Recent buyers and non-homestead owners are the opposite:

  • The cap protects assessed value, not just value. A successful appeal of just value resets a lower baseline that every future capped increase grows from.
  • A buyer inherits none of the seller's cap. The first post-purchase assessment is the one most worth checking.

The published September 18 date is the Board's own, and it derives from the statutory rule that a valuation petition must be filed by the 25th day following the mailing of the TRIM notice (Fla. Stat. 194.011(3)(d)). If the Property Appraiser's mailing shifts, the deadline shifts with it, so confirm the date printed on your own notice when it arrives.

Note the separate track: petitions appealing the denial of an exemption or classification must be filed within 30 days of the denial letter, not 25 days from TRIM. Those two clocks catch people out every year.

Step 1: Read Your TRIM Notice Carefully

TRIM stands for Truth In Millage, and the notice is a proposal rather than a bill. It shows last year's and this year's just value, assessed value, exemptions, and what each authority proposes to levy. Check for:

  • Just value above a realistic sale price. That difference is your appeal.
  • Missing or dropped exemptions. Homestead, senior, veteran, widow/widower, disability.
  • Wrong property characteristics. Square footage, bed and bath count, year built, lot size, pool.
  • Portability. A Save Our Homes benefit moved from a prior Florida home should be applied.

Step 2: Try the Informal Review First

Contact the Orange County Property Appraiser's office before you file anything formal. Factual errors, wrong square footage, a feature you do not have, a condition problem nobody recorded, are routinely corrected without a hearing. It is free and it does not waive your right to petition.

It also does not extend the September 18 deadline. Start the conversation the week your notice arrives, and file the petition anyway if the date is closing in.

Step 3: File Your VAB Petition (Form DR-486)

The Orange County Value Adjustment Board is administered through the Orange County Comptroller.

  • Form: DR-486 for value petitions, DR-486PORT for portability, DR-486DP for the disabled-veteran discount.
  • Fee: $50 non-refundable per petition, where applicable. Fla. Stat. 194.013 was amended by Chapter 2025-208, Laws of Florida, raising the cap from $15 to $50 effective July 1, 2025. A $15 fee still applies to a narrow set of late-filed petitions (portability, agricultural classification denials, conservation-easement land, late-filed exemptions, and the disabled-veteran carryover).   • Where: online through the Comptroller's 2026 petition portal (credit card, no convenience fee), or by U.S. Mail, in person, FedEx, or UPS with a check payable to Orange County BCC.
  • Who hears it: a special magistrate, an independent appraiser or attorney, at a short informal hearing. The Board then acts on the recommended decision.

Step 4: Build Evidence That Actually Wins

  1. Comparable sales and comparable assessments. Three to seven similar nearby properties that sold below your just value, or that are assessed lower per square foot. Adjust for size, age, and condition, and favor sales closest to January 1, 2026.
  2. Your own purchase price, if you bought near the assessment date below just value.
  3. Condition problems. Photos and repair estimates for roof, plumbing, foundation, or code issues the model never saw.
  4. Record errors. Pull your property card and check every characteristic. Wrong square footage is the cheapest win in the process.
  5. Income data for rentals and commercial property, including short-term rental performance: real revenue and operating expenses rather than a modeled assumption.

Two things that quietly decide cases: the VAB must receive your petition by the deadline (a postmark does not count), and evidence should be exchanged on the Board's schedule instead of appearing for the first time at the hearing.

One Orange County trap: the partial payment rule

Florida law requires a partial payment of taxes on any property with a pending VAB petition, on or before the payment delinquency date (normally April 1 following the assessment year, with the last practical day generally March 31). Miss it and the VAB denies your petition outright, regardless of how strong your evidence was. The requirement stands even after a magistrate has issued a recommended decision, unless the Board makes a final decision before April 1.

Is an Orange County Appeal Worth It?

Orange County's effective property tax rate runs near 1% of value, so a $30,000 reduction in assessed value is roughly $300 a year. Against a $50 filing fee, that is a strong return in year one alone, and because the Save Our Homes and 10% non-homestead caps both grow from your new lower baseline, the reduction keeps paying for as long as you hold the property.
