Hillsborough County Property Tax Appeal Guide 2026: TRIM Notices, VAB Petitions & Tampa Deadlines

How Property Tax Assessment Works in Hillsborough County

Your bill is the product of two things: the just value set by the Hillsborough County Property Appraiser (Bob Henriquez), and the millage rates set by the county, the cities of Tampa, Temple Terrace and Plant City, the school board, and other authorities. Millage is not appealable. Value is.

Every January 1 the Property Appraiser sets just value for every parcel in the county. With well over half a million parcels, that is done with a computer-assisted mass appraisal model rather than an individual inspection. The model is built to be right in aggregate, which means it is routinely wrong on individual properties: it does not see your dated kitchen, your failing roof, your awkward lot, or the fact that the three houses that actually sold on your street went for less than it assumed.

Fla. Stat. 193.011 requires just value to reflect eight factors, including present cash value, condition, and the net proceeds of a sale. When the model's number ignores those for your specific property, that is your case.

Where Hillsborough cases usually come from

  • Recent buyers. Save Our Homes resets at sale, so your first post-purchase assessment is built from scratch with no cap protection.
  • The uneven Tampa market. South Tampa, Brandon, Riverview, Westchase and the newer developments east of I-75 moved at very different speeds. Uneven movement is precisely what produces comparable-assessment gaps.
  • Rentals and second homes. Non-homestead property gets only the 10% cap, and no cap at all on school levies.
  • New construction. First-year assessments are set without a prior-year anchor, and they are frequently high.

The Save Our Homes cap matters

For homesteaded property, the Save Our Homes cap (Fla. Const. Art. VII, and Fla. Stat. 193.155) limits annual growth in assessed value to 3% or CPI, whichever is lower. Long-tenured owners are often assessed well below market and have nothing to gain from an appeal. Two points that decide whether you are in that group:

  • The cap protects assessed value. Just value can still be overstated, and a reduction resets a lower baseline for every future capped increase.
  • Buy a home and the seller's cap disappears. The following year's assessment can jump to full just value, which is the most common reason a Hillsborough appeal is worth filing.

As of late July 2026 the Property Appraiser has not published an exact 2026 TRIM mailing date. The office's own guidance is that Annual Notices of Property Assessment should be received by every property owner no later than the end of August. The statutory rule is what you plan around: 25 days from the mailing date (Fla. Stat. 194.011(3)(d)), and the controlling date is printed on your notice.

Step 1: Read Your TRIM Notice Carefully

TRIM means Truth In Millage. The notice is a proposal, not a bill, and it shows both last year's and this year's values and exemptions. The Property Appraiser's own advice is the right test: after noting this year's value, ask yourself whether your property could actually sell for it. If the answer is no, request a review.

Check for:

  • Just value above a realistic sale price. That gap is the appeal.
  • Exemptions that vanished or never applied. Homestead, senior, veteran, widow/widower, disability.
  • Wrong characteristics. Square footage, bed and bath count, year built, lot size, pool.
  • Portability. A Save Our Homes benefit transferred from a prior Florida home should be reflected.

Step 2: Ask HCPA for a Review First

The Hillsborough County Property Appraiser's office is explicit that the first party to review an appraisal with a property owner should be a member of that office, and that most objections are settled at that stage. You can request a review by phone, email, fax, or mail, and mailed requests get the same priority as any other.

This costs nothing and does not waive your right to petition. It also does not extend the 25-day deadline, so start immediately and file anyway if the clock is about to run out.

Step 3: File Your VAB Petition (Form DR-486)

The Hillsborough County Value Adjustment Board is administered by the Clerk of the Circuit Court as a neutral body, and is made up of two County Commissioners, one School Board member, and two private citizens. It appoints special magistrates, qualified appraisers and attorneys, who hear petitions independently of the Property Appraiser.

  • Form: DR-486, Florida's statewide VAB petition (variants for portability and for exemption or classification denials).
  • Fee: $50 per parcel. The Clerk states that effective for the 2025 season the Hillsborough filing fee increased to $50. This tracks the statewide change: Fla. Stat. 194.013 was amended by Chapter 2025-208, Laws of Florida, raising the cap from $15 to $50 effective July 1, 2025. Any guide still quoting $15 for Hillsborough is out of date.
  • Where: through the Clerk's VAB filing system, linked from hillsclerk.com. Petition questions go to the Clerk at (813) 276-8100.
  • What the magistrate decides: whether the appraised value exceeds market value as of January 1, or whether a claimed exemption is legitimate. Nothing else is in scope.

Step 4: Build Evidence That Actually Wins

  1. Comparable sales and comparable assessments. Three to seven similar properties nearby that sold below your just value, or that are assessed lower than yours per square foot. Adjust for size, age, and condition. Sales nearest January 1, 2026 carry the most weight.
  2. Your own recent purchase price, if you bought near the assessment date for less than just value.
  3. Condition evidence. Photos and contractor estimates for roof, plumbing, foundation, flood, or code problems the model never saw.
  4. Record errors. Pull your property card from hcpafl.org and check the square footage, features, and lot dimensions line by line. A wrong number here is the cheapest reduction available.
  5. Income data for rentals and commercial property: real rent rolls and operating expenses.

Two procedural rules quietly decide cases: the Clerk must receive your petition by the deadline (a postmark does not count), and evidence should be exchanged on the VAB's schedule rather than produced for the first time at the hearing.

Is a Hillsborough Property Tax Appeal Worth It?

Hillsborough's effective property tax rate runs near 1% of value, so a $30,000 reduction in assessed value is roughly $300 a year. Against a $50 filing fee, one successful petition pays for itself many times over in year one, and because both the Save Our Homes cap and the 10% non-homestead cap grow from your new lower baseline, the reduction compounds for as long as you hold the property.

How much does it cost to appeal in Hillsborough County? $50 per parcel. The Clerk raised the fee to $50 effective the 2025 season, following the statutory cap increase from $15 to $50 (Fla. Do I have to hire anyone? No. You can file and present your own petition, and most residential petitioners do. Hearings before a special magistrate are short and informal.

Can my assessment go up because I appealed? No. The magistrate decides whether the appraised value exceeds market value as of January 1. The process is not a route to a higher assessment.

What if I miss the deadline? You generally lose the hearing for that tax year, subject to a good-cause review at the Board's discretion. The remaining path is a circuit court action under Fla. Stat. 194.171, which is far heavier. Set a reminder for the August mailing instead.

What is the difference between just value and assessed value? Just value is market value. Assessed value is just value after caps and adjustments such as Save Our Homes. You appeal just value even when assessed value is capped.
